Dr. Shin Kim is a Director & Senior Research Fellow at the Center for International Public Cooperation at the Korea Institute of Public Administration (KIPA). He received his Ph.D. in Public Administration from the University of Akron, U.S.A. Before joining KIPA, he was a Research Professor at the SungKyunKwan University. As a researcher and consultant, he has been extensively involved in Korean government reform. His recent interests are public sector productivity in general and regulatory reform and policy evaluation in particular. He has participated in numerous meetings of international organizations, including OECD and APEC, as an expert on public sector reform and has published many monographs, book chapters, and articles.
