Biography
Dr. Ma Sang-Yoon joined the Ministry of Foreign Affairs as the Director-General for Policy Planning in September 2016. Before he joined the Ministry, he was a professor at the Catholic University of Korea where he taught International Relations since 2003. In 2015, he served as the Director General of the Korean Association of International Studies. Formerly, he was a Visiting Fellow at the Brookings Institution and at the Woodrow Wilson Center as a Public Policy Scholar. In 2009-2010, he also served as Dean of International Affairs at the Catholic University of Korea.
Dr. Ma studied International Relations for his BA and MA degrees at Seoul National University. He was then awarded a Swire scholarship at St Antony’s College of Oxford University where he continued his studies in International Relations. He received a DPhil degree, and his thesis analyzed American policy towards Korea during the 1960s focusing on the question of democracy in the country. His main areas of teaching and research include East Asian international politics, US foreign policy, Korea-US relations, and the history of the Cold War."
