Hyung-Seok Yoon, Director-General of the Future Strategy Bureau, is a native of Jeju Island who majored in information communications engineering. He has performed information communications-based convergence-related tasks in various fields such as bioinformatics, IT/BT convergence technology R&D planning, and national/international standardization activities for governments, universities, and government-funded organizations. After being appointed as a policy researcher for the Jeju Special Self-Governing Provincial Council in April 2014, he worked on policy suggestions and systems improvement for seven years, tackling issues related to future growth and sustainable development, such as responses to Jeju's 4th industrial revolution and the transition to a data economy and low-carbon economy, centered on the Carbon-Neutral Island policy of Jeju Special Self-Governing Province.
