Biography

Mr. Wi, Sung Lac is a visiting professor at the Korea National Diplomatic Academy. As a retired diplomat with an over 35-year career in the Foreign Service, he had assumed many posts that directly related to North American Affairs and the North Korean nuclear issue. His assignments include the Director-General of the North American Affairs Bureau, Deputy Chief of Mission of the Korean Embassy in the US, the Chief negotiator in the Six-Party Talks, and the Special Representative for the Korean Peninsula peace and security affairs, Most recently, he was the Ambassador to Russia. He studied international relations at the Seoul National University. He learned Russian studies from the DLI (Pentagon-run school in California). He published books titled "A Proposal to Upgrade Korean Diplomacy" and "The Russia Report". The former is a policy proposal on the reform of South Korean diplomacy, the North Korean nuclear issue, and the four surrounding power relations. The latter is on Russian domestic affairs and foreign policy in the mid-1990s.
