Dr. Young-hoon Ahn, Chief Director of the Public Policy Future Institute (PPFI) at Hansei University, Seoul, Korea, has been working in the field of Decentralization, Strategic Planning, Constitutional Change, and Disaster and Security Management Center for Developing Central and Local governments public policies and systems for the Korean Central and Local governments, conducting teaching, training and research tasks for Korean and foreign public officials. Ph.D. in Public Law from Paris II University and working as an advisory member and expert to the diverse public institutions: Presidential Committee on Decentralization and Regional Balanced Development, he coauthored many writings in Korean on Inclusive Decentralization and Intergovernmental Relations (co-authored, 2021), Intergovernmental Cooperation (co-authored, 2019), Comparative Local Governments (co-authored, 2019).
