Biography
이동규 외교부 기후환경과학외교국장은 25년이 넘게 외교부 근무를 해오는 동안 특히 환경분야 업무를 수행해 왔다. 이 국장은 기후변화환경과 팀장을 거쳐 주유엔대표부 참사관으로 근무하면서 지속가능발전 및 기후변화 등 환경 업무를 담당하였다. 기후환경과학외교국 심의관으로 임명되기 전 주함부르크총영사관에서 부총영사를 역임하였으며 2018년 기후환경과학외교국 심의관으로 부임하여 2019.4월까지 기후변화 협상 등 환경 및 에너지·과학 분야에서 활발히 활동하였다. 2019년 부터 국가기후변화환경회의 국제협력국장으로서 월경성 대기오염, 특히 PM2.5를 포함한 미세먼지 대응을 위한 국가적 절차에 적극적으로 관여하였다. 2021.3월 외교부 기후환경과학외교국장으로 임명되어 기후변화, 생물다양성협약 등 다자 환경협약과 P4G 정상회의 등 기후변화 관련 정상외교, 에너지, 과학관련 외교업무를 담당하고 있다. 이 국장은 연세대학교에서 정치외교학 학사학위, 동 행정대학원 석사학위를 취득하였으며, 영국 정경대학(LSE)에서 ‘환경과 규제’ 과정, 워릭대학교에서 ‘법과 개발’ 과정에 연수하였다.
Tong-Q LEE is Director-General, Climate Change, Energy, Environmental and Scientific Affairs Bureau, Ministry of Foreign Affairs, the Republic of Korea.
For over 25 years, he has served the Ministry of Foreign Affairs, specifically focused on environmental issues. He was a Head of Climate Change and Environment Team, Counselor of the Korean Permanent Mission to the United Nations and actively involved in SDGs and Rio+20 Negotiation. He served as a Deputy Consul-General of the Korean Consulate General in Hamburg. He became a Deputy Director-General of the Climate Change, Energy, Environment and Scientific Affairs Bureau in 2018 and has actively engaged in a wide spectrum of environmental issues including the climate change negotiations. He is also actively engaged in the national process to tackle the issue of transboundary air pollution and micro dust, including PM 2.5, as Director-General of International Cooperation and Scientific Affairs Bureau, National Council on Climate and Air Quality, Korea, prior to being posted to the current job.
He received his Bachelor’s Degree in Political Science & Diplomacy at Yonsei University, and Master’s Degree in International Security at Yonsei Graduate School of Public Administration. He studied Environment and Regulation at London School of Economics and Political Science (LSE), UK, and Law and Development at the University of Warwick, UK.
