Chang Ho-soon graduated from Kyung Hee University with a master's degree and doctorate in journalism from the University of North Carolina. He served as a member of the regional newspaper development committee and chairman of the Chungnam Media Development Committee and is now a professor of newspaper broadcasting at Suncheonhyang University. He wrote books such as "Small press is the Hope", "freedom and Responsibility of Press", "understanding of modern newspapers", "community and Press", "the history of the U.S. Constitution and human rights", and "the era of local revival." He published, including ‘Local Self-Governance and Local Media: A Preliminary Study of the Local Media as Essential Factors for Local Autonomy, ’ ‘A Plan to Revitalize the Newspaper Industry by Reorganizing the newspaper market structure: A Plan to Improve the Structure of the newspaper market through the "Regional Stronghold National Journal" model and the affiliation of national/local newspapers’.
