Park earned a Ph.D. in modern Korean history from Sogang University and was a research professor at Jeju National University. Park also served as a member of the Jeju 4.3 Committee, a director of the Jeju 4.3 Research Institute, and a director of the Jeju Research Center. Park mainly studies the history of Jeju people. Park wrote "The History of 4.3 and Jeju," "The Truth of 4.3," "Research on the Jeju Civil War in 1901," and "The History of the Jeju Democratization Movement."

서강대학교 대학원에서 한국근대사 전공으로 박사 학위를 취득했고, 제주대학교 연구교수, 제주4•3위원회 전문위원, 제주4•3연구소장, 제주학연구센터장 등을 지냈다. 주로 제주 민중의 역사를 연구하고 있다. 『4•3과 제주 역사』, 『4•3의 진실』, 『1901년 제주 민란 연구』, 『제주 민주화 운동사』(공저) 등을 썼다.
