Chairperson Yang was born in Jeju in 1948 and contributed his entire life unveiling the truth of the Jeju April 3 incident. He used to be a journalist investigating the incident and published a series about it for 10 years. After the Special Act for the incident was enacted, he took charge of the investigating team to write a report that unveiled the illegitimate use of public authority and draw a President’s apology about the incident. He served as a vice-governor of Jeju and now he is serving as a chairperson for the Jeju 4.3 Peace Foundation. He wrote a lot of books including <Finding the Truth about 4.3>(2015). The New York Times introduced him in 2001 as “a journalist who has been investigating about the Jeju April 3 incident”.
