Biography
김근식은 서울대 정치학과를 졸업하고 서울대에서 정치학 석사박사를 취득했다. 북한정치와 남북관계 및 북핵문제에 관한 다수의 논문과 저서를 갖고 있다. 2007년 남북정상회담 당시 노무현대통령 특별수행원으로 평양을 방문한 것을 비롯해 수 십 차례 방북한 경험이 있다. 청와대 국방부 통일부 외교부 자문위원등 정부 외교안보 정책에 대한 조언도 꾸준히 해왔다. 경실련통일협회 운영위원장과 정책위원장 등 통일관련 시민단체 활동도 활발히 해왔다. 각종 티비 토론에 패널로 출연하는 등 언론활동도 꾸준히 해오고 있다. 국민의당 통일위원장 등 정당활동도 활발하게 해오고 있다.
햇볕정책의 정당성을 계승하면서도 북한의 사실상 핵보유라는 변화된 현실에는 협상만능주의를 경계해야 한다는 신중한 입장을 갖고 있다. 그의 저서 '대북포용정책의 진화를 위하여'에서도 교류협력의 필요성을 인정하되 북한의 의미 있는 전략적 변화에 초점이 맞춰져야 한다고 주장하고 있다.
Keun-sik Kim received his B.A., M.A., and Ph.D. in political science from Seoul National University. He published numerous articles and books on North Korean politics, inter-Korean relations and the North Korean nuclear issue. During the 2007 inter-Korean summit, he visited Pyongyang as a special envoy of President Roh Moo-hyun. He gave advice to numerous government organizations related to security and foreign policies serving in advisory committees of the Blue House, Ministry of Defense, Ministry of Unification, and Ministry of Foreign Affairs. He actively engaged in unification-related civic group activities serving as the Chairman of the Operation Committee and the Chairman of the Policy Committee of the Unification Association of the Citizens’ Coalition for Economic Justice. He made appearances on various TV programs as a panel. He is also politically active serving as the Chairman of the Unification Committee of the People’s Party.
Professor Kim believes that we should not rely wholly on negotiations itself while inheriting the legitimacy of the Sunshine Policy as North Korea is currently a nuclear state unlike the past. His book For the Evolution of the Engagement Policy toward North Korea acknowledges the necessity of exchanges and cooperation but argues that the focus should be on promoting meaningful strategic changes in North Korea.
