●In the field of foreign policy, there is a general view that the role of local councils is limited compared to that of the executive branch, and the traditional view is that the service that parliament can provide for foreign policy led by the executive branch is limited
●However, with the trend of globalization and localization, the demand for public diplomacy activities by local councils is increasing, discovering the differences and strengths of local councils that are different from those of central and local governments, and sharing best practices of local councils in the international community
●Establish a development model for systematic diplomatic activities of local councils in the future and lay the groundwork for a global cooperation network between local councils
