Summit talks between US-North Korea did not resolve tensions on denuclearization and economic sanctions. Still, hopes of new economic opportunities from potential peace processes are lingering on the Korean peninsula. There is a typical formula for economic development after peace talks in the Korean peninsula. South provides technology and capital. North provides cheap and low-skilled labor. South plans and North manufactures. North produces and South consumes. The fourth industrial revolution, however, asks two Koreas to take a different development strategy from the past. The new strategy also needs to embrace discussions on social innovation as a new development agenda. In this session, speakers discuss ‘leapfrogging’(dan-bun-do-yak), a term initiated by the North Korean government, as a possible new development strategy for the Korean peninsula. Can North Korea leapfrog into a society that embraces the 4th industrial revolution without passing through all the levels of development as current industrialized countries did? Should they? In this session, speakers will discuss the possibility of leapfrogging of North Korea, from both technological and societal aspects.
