The threat of a nuclear-armed North Korea is destabilizing relations in Northeast Asia and poses a challenge to global efforts to stop the spread of nuclear weapons. Efforts to negotiate a settlement have to date failed: the 1991 Inter-Korean Declaration on the Denuclearization of the Korean Peninsula and the Six-Party Talks held between 2003 and 2007. The UN Security Council has issued numerous appeals and sanctions yet to no avail. Instead, we are witnessing the growth of North Korea’s nuclear and missile capabilities, the ensuing strengthening of sanctions against it, and increasing military tension and aggravation of inter-Korean relations. This session looks into pragmatic alternatives for achieving denuclearization on the Korean peninsula against the backdrop of increased posturing by concerned powers, heated controversies over possible further nuclear proliferation in the region, the deployment of new advanced defense systems, and the question of whether or not to redeploy strategic nuclear arms to the Korean peninsula.
