Korean Peninsula Caught Up in Grand Transition: Possibility of a Peace Regime
Jeju Forum for Peace and Prosperity Set for June 26-28


The 13th Jeju Forum for Peace and Prosperity will be held under the theme “Reengineering
Peace for Asia” at the International Conventional Center Jeju for three days from June 26 to
28. This year’s forum is expected to focus on substantive measures to create peace on the
Korean peninsula in the wake of the inter-Korean summit meetings.

In the opening ceremony at 10:20 a.m. on June 27, Prime Minister Lee Nak-Yon will give a
keynote speech after the forum opening speech by Jeju Special Self-Governing Province
Governor Won Heeryong, who is chairman of the Jeju Forum Organizing Committee. Olga
Epifanova, Deputy Chairperson of the State Duma of the Federal Assembly of the Russian
Federation, and Ulziisaikhan Enkhtuvshin, Deputy Prime Minister of Mongolia, will deliver
congratulatory speeches in the opening ceremony. Former Canadian Prime Minister Brian
Mulroney, former Japanese Prime Minister Yasuo Fukuda and former UN Secretary General
Ban Ki-moon will hold an unconventional discussion on the theme of the forum at the world
leaders’ session at 11:00 a.m. which is chaired by Hong Seok-hyun, chairman of JoongAng
Holdings.

Paul Krugman, a Nobel laureate and professor of economics at the Graduate Center of the
City University of New York, will give a lecture on the “The Danger of a Global Trade War” at
the special session at 9:00 a.m. on June 27 and hold a dialogue with Bark Taeho, Professor
Emeritus at Seoul National University’s Graduate School of International Studies, who once
served as Minister for trade of the ROK. Upon the theme of his lecture, Prof. Krugman said:
“Today's global economy is highly integrated in part because of modern technology, but this
technology doesn’t guarantee that markets will remain open. On the contrary, low tariffs
were achieved through international cooperation, and there is a very real risk that this
cooperation will break down, greatly disrupting world trade.” Krugman was awarded the
2008 Nobel Prize in Economic Sciences for his contribution to economics through his
analysis of free trade and the effects of globalization. He served as a staff member of the
Council of Economic Advisers during the Reagan administration in 1982-1983 and has had
academic achievements in the fields of global trade, global finance and industrial policies. He
is also known for his prediction in 1994 of the economic crisis in Asia.

Audrey Azoulay, Director-General of UNESCO, will hold a special dialogue with Jeju Gov.
Won on peace on the Korean peninsula, the future value of Jeju Island and the role of
UNESCO in the special session, “UNESCO’s Unique Mandate for Peace and Development:
Multilateral Cooperation through Education, Culture and the Sciences” from 10:50 a.m. to
11:40 a.m. on June 28, the last day of the forum. This session will be moderated by Bak
Sangmee, Dean of the Graduate School of International and Area Studies at Hankuk
University of Foreign Studies.

José Ramos Horta, former East Timor president and 1996 Nobel Peace Prize laureate, will
deliver a peace message, based on his role in the independence movement of East Timor
and peaceful resolution of conflicts around the world, for peace and reconciliation on the
Korean peninsula at the special session at 11: 50 a.m. on June 28. Park Jin, president of the
Asia Future Institute, will join this session as a discussant.

This year’s Jeju Forum operates six plenary and sixty-five concurrent sessions in the five
categories of Peace, Prosperity, Diversity, Sustainability and Global Jeju, as well as the
inaugural conference of the International Advisory Committee of the Jeju Forum. It is
organized by Jeju Peace Institute (President Suh Chung-ha), co-hosted by the Jeju Special
Self-Governing Province, the International Peace Foundation, the East Asia Foundation and
the JoongAng Ilbo, and sponsored by the Ministry of Foreign Affairs and the Jeju Free
International City Development Center.
