[10-E] Globalization before Neoliberalism: The Silk Roads and Global Asia in the Ancient World

The “Silk Road” is big news today. Both the U.S. and Chinese governments have initiated Silk Road policies. These policies, however, focus only on the “hardware” required: e.g., infrastructure- and capacity-building to streamline trade and commerce. Neighborly relations are implied but not specified. Accordingly, many worry about an emernaokoging clash between the U.S. and Chinese hegemony in the region. These concerns, though understandable, distort the true legacy of the ancient Silk Roads (there wasn’t just one) and what they can teach us about contemporary world politics.
We treat the Silk Roads as a metaphor. By seeing the Roads as a symbol of global mixing – e.g., politics and culture, learning and exchange, competition and oasis – we open up many more dimensions to what actually happened on the Roads and what these could mean for us today. The ancient world has much to tell us, for example, about pre-colonial political economies, the “Asian” way of mediating difference in intercultural contexts, and the “ecumenical culture” of inter-continental trading relations. A revived Silk Road imagination also helps to articulate a new kind of globally-engaged and non-hegemonic pan-Asianism, one more suited for the 21st century needs and aspirations. We must, in short, reassess the Silk Roads.

‘비단길’이 오늘날 화제가 되고 있다. 미국과 중국 정부 모두 비단길 정책을 펼쳐왔다. 그러나 이들 정책은 하드웨어’, 즉 교역과 상업을 원활히 하는 기반시설의 건설에만 집중되었으며, 선린관계가 제시되고 있지만 구체화되지는 않았다. 따라서 많은 이들이 이 지역에서 벌어질 수도 있는 미국과 중국 간의 패권경쟁을 우려하고 있다. 이러한 우려는 이해할 만하지만 고대의 비단길이 남긴 진정한 유산과 이들 유산이 현재의 세계정치에 관해 우리에게 주는 가르침을 왜곡하고 있다.
우리는 비단길을 하나의 은유로 다룬다. 길을 세계교류의 상징, 즉 정치와 문화, 배움과 교류, 경쟁과 오아시스의 혼합으로 간주함으로써 우리는 과거 실제로 비단길에서 생긴 일들과 이것들이 오늘날의 우리에게 주는 의미에 새로운 차원의 해석을 부여하고 있다. 고대 세계는 우리에게 많은 것들을 보여준다. 예를 들어 식민정책 이전의 경제체제, 문화 간 차이를 조율하는 아시아적인 방식, 그리고 대륙 간 교역관계가 가진 ‘세계보편적 문화’가 바로 그것들이다. 비단길에 대한 상상력을 부활시킴으로써, 21세기의 요구와 희망에 부합하는 세계 참여적이고, 비패권적인 범아시아주의를 표현할 수 있다. 다시 말해, 우리는 비단길을 재평가해야 한다
