한·중·일 개발협력의 민간부문 참여확대 방안 모색

The private sector can be a major source of inclusive growth and is instrumental in achieving our brand-new Sustainable Development Goals (SDGs). The private sector is not only a source of financing, but is also an actor in development. More and more businesses are incorporating social and environmental sustainability criteria in core business operations. Encouraging business and industry to contribute towards the implementing the SDGs will be opportunity for the Post-2015 development era, but key challenges are still remained.
In this regard, partnerships between the private sector and the ODA driven public sector are expected to play a key role in development cooperation. It is important to recognize that partnerships come in a wide variety of shapes and sizes, and operate at all levels, from local to global.
In this session, we will discuss how private sector resources and engagement can be catalyzed for development and what the opportunities and risks are for the public sector engaging directly with the private sector in development cooperation by sharing experiences, strategies and lessons of China, Japan, and Korea.

지속가능개발목표 (SDGs) 수립을 포함한 개발협력 분야의 지형변화에 따라 민간부문은 개발재원의 확대 차원 뿐 아니라 개발협력의 주요 주체로서 참여 확대가 강조되고 있다. 현재 많은 민간기업들이 사회환경적 지속가능성 분야로 주력산업을 이동하고 있고, 공공부문 이외의 개발재원도 지속적으로 확대되고 있음을 고려할 때, 이들의 참여확대는 SDGs 달성과 향후 개발협력 분야에 핵심적인 이슈로 자리매김할 것이다. 그러나 아직은 많은 도전과제들이 남아있는 것이 현실이다.
이런 차원에서 민간부문과 ODA를 필두로 하는 공공부문의 파트너십은 향후 개발협력 분야에서 매우 중요하다. 또한 이러한 파트너십은 다양한 형태와 규모로 지구촌 모든 곳에서 다차원적으로 나타나게 될 것임을 주목해야 한다.
본 세션에서는 한중일의 전략과 경험, 교훈을 공유하는 가운데 민간부문의 재원과 참여확대를 개발로 연계하는 방안을 살펴본다. 또한 민간부문과의 협력에서 정부 또는 ODA 기관이 갖는 기회와 위험요소들을 진단하고, 민간부문 참여확대를 위한 새로운 전략을 논의한다
