[6-B] Sustainable Development Goals and East Asia
지속가능개발목표와 동아시아

The 2015 UN Summit adopted the 2030 Agenda for Sustainable Development, which is informally known as Sustainable Development Goals (SDGs), in order to guide global development cooperation through 2030. The SDGs replaces the MDGs starting from 2016, and the scale and scope of the SDGs is unprecedented with 17 goals and 169 targets. Insomuch as the SDGs is massive in scale and scope, the SDGs requires preparations for effective implementation and such preparations are necessary both at national and regional levels. Regional cooperation for the SDGs can also help prevent one country’s achievement of SDGs from hindering other countries’ achievement of SDGs and can facilitate mutual achievement of SDGs in the region as well.
This session as titled ‘SDGs and East Asia’ will discuss what SDGs means to East Asian countries and identify specific SDGs that calls for regional cooperation and cooperative measures to generate intened outcomes. Especially, this session will seek to find regional cooperation that will ensure broad agreement as well as complementary support through discussions and exchanges of expert views from Japan, South Korea and Indonesia, which can be identified respectively as advanced and middle income countries in the region.

2015년 유엔 정상총회는 2030년까지 개발협력의 방향성을 제시할 패러다임으로 ‘지속가능개발목표(SDGs)’을 채택하였다. 2016년부터 새천년개발목표(MDGs)를 대체하는 지속가능개발목표는 17개 목표, 169개 대상을 갖는 방대한 규모이다. 지속가능개발목표는 방대한 만큼 효과적인 이행을 위한 준비가 필요하고, 그러한 준비는 국가 차원뿐만 아니라 지역 차원에서도 필요하다. 지속가능개발목표의 지역 차원은 지역 내 한 국가의 목표 달성이 다른 국가의 목표 달성에 부정적인 영향을 미칠 가능성의 방지 또는 상호 목표 달성을 촉진하기 위한 협력이라고 볼 수 있다.
이 세션에서는 지속가능개발목표가 동아시아에 갖는 의미, 지속가능개발목표 중 지역협력이 필요한 목표들을 확인하고 의도한 성과를 낼 수 있는 협력 방안을 논의할 것이다. 특히 선진국인 일본과 중견국인 한국과 인도네시아의 전문가들의 논의를 통해, 광범위한 합의와 상호보완적 협력을 확보할 수 있는 지속가능개발목표에 대한 동아시아 지역 협력을 모색해 보고자 한다.
