FORUM

The 7th Jeju Forum for Peace and Prosperity reviewed these changes within historic context and highlight the future of Asia. The work of the forum was to pursue peace and common prosperity of the region on the basis of a sense of community. The interdependence and cultural fusion in Asia are surely contribute to the promotion of this sense of community. The issue of common prosperity was addressed and the potentiality of new growth on the basis of Asian entrepreneurship was explored. New growth engines, future of the IT industry, environmental conservation, sustainable management, financial cooperation, official development assistance, welfare expansion, city design, and the role of women are among the forum's topic.

All 244 local governments in Korea have been developed as the primary agent for local development with improved local autonomy. The 21st century is becoming an era of “Locbalization” which emphasizes local development as distinguished from “Glocalization” which contained the earlier concept of “Think globally, act locally.” The compound word “Locbalization” is formed from the words “Localization” and “Globalization.” In 2002, the local government declaration of World Summit on Sustainable Development (WSSD), held in Johannesburg, South Africa, announced the slogan “Local Action Moves the World.” This signifies a development of local society that equates the development of the country, and is the barometer of a country’s global competitiveness. This session will seek the direction for local governments to develop their districts in the era of “Locbalization.” It is based on case studies of those agents such as ‘local area’ which acted as the driving force for the growth of Korea, successful ‘local government’ which emphasized unique characteristics, and ‘local businesses’.

전국 244개의 지자체들은 지방자치제가 보다 발전되면서 지역발전의 핵심 주체가 되고 있습니다. 과거의 “생각은 세계적으로 행동은 지방적으로” 라는 세방화 시대에서 21세기는 세방화를 넘어 지역발전이 중요해 지는 지세화(Locbalization) 시대로 변화하고 있습니다. 지세화는 지방화와 세계화의 합성어로 2002년 남아프리카 요하네스버그에서 개최된”지속가능발전 세계 정상회의”의 지방정부 선언에서 발표된 표어 ‘지방의 행동이 세계를 움직인다’는 것으로 지역사회의 발전이 국가의 발전이고 자국의 세계 경쟁력을 좌우하는 바로미터가 됨을 의미합니다. 본 세션에서는 대한민국 발전의 원동력이 되는 각 지역, 도시의 특성을 십분 살려 성공한 지자체와 지역기업의 사례를 살펴보고 지세화 시대에 지역발전을 위해 지방이 나아가야 할 방향을 모색해 봅니다.
