Toward a New Strategy for Peace and Development		 Crystal Hall E
The discourse on peace and development has been shaped by the process of implementation process of the SDG Goal number 16 (Peace, Justice, Governance). The World Humanitarian Summit(WHS) was one step toward the international efforts to conceptualize the ‘Humanitarian-Development-Peace(HDP) Nexus’. In his statement in August 2016, the UN Secretary-General António Guterres called for ‘peace building’ and ‘sustaining peace’ to be considered ‘the third leg of the triangle.’ In the third National Plan for International Development Cooperation adopted in 2021, South Korea presents a vision of 'national interests of shared growth' which is followed by the HDP Nexus and the ODA strategy. This session will examine the strategy of the peace and development agenda that Korea is pursuing and discuss the ways that need improvement.

평화와 개발의 담론이 SDG16(평화, 정의, 거버넌스)을 계기로 일부 수렴되고, 2016. 8월, 세계인도주의정상회의(WHS)의 제1공약에서 HDP Nexus로 개념화되며 2018년 안토니오 구테흐스 사무총장의 '평화구축과 평화의 지속화의제'의 주창을 통해 주류화하는 과정에 있다. 서구공여국들은 90년대 이후, 전통적인 자유주의적 관점에서 평화구축의 보편화를 시도해왔고 최근 일부 공여국들은 빈곤과 만성적 위기에 노출된 소위 분쟁취약성 높은 국가의 안보위협이 자국으로 확산되는 것을 억제하는 국익의 관점에서 평화와 개발을 옹호하고 있다. 한국은 제3차 국제개발협력 종합기본계획에서 "상생의 국익"을 비젼으로 제시하였고 하위전략으로 HDP Nexus전략과 평화 ODA전략을 수립 중이다. 이에 본 세션을 통해 한국이 추구하는 평화와 개발의제의 방향성에 대해 진단해 보고 개선이 필요한 방안에 대해 논의해 보고자 한다.?
