최경숙은 한국장애인개발원의 제4대 원장이다. 청주대학교 건축공학 전공 이후 부산대학교에서 장애인 인권 향상을 위한 사회복지학과 여성학을 연마한 바 있다. 장애인권의 사각지대인 여성장애인 당사자 조직인 부산여성장애인연대의 창립멤버로 사무국장, 성폭력상담소 소장, 대표 그리고 한국여성장애인연합 공동대표 등을 맡아 여성장애인을 위한 교육, 직업 및 체육사업 등을 시행하고 성폭력피해자를 상담하고 지원하는 다양한 활동을 하였다. 2007년 장애인 최초로 국가인권위원회 상임위원을 역임하였고 2018년 대통령 직속 정책기획위원회 위원을 거쳐 한국장애인개발원 원장에 취임하여 장애인 정책 개발과 자립지원을 위한 지속적인 노력을 해나가고 있다. 또한 2019년부터는 장애인정책조정위원회 위원으로서 한국의 장애인 정책 발전을 위해 헌신하고 있다.

Kyung-Suk Choi is the 4th president of the Korea Disabled people’s Development Institute (KODDI). After majoring in Architectural Engineering at Cheongju University, she studied Social Welfare and Women's Studies at Busan National University to improve the human rights of disabled people.
She is a founding member of the Busan Differently Abled Women Solidarity, and she served as the secretary, director, and representative of the Sexual Violence Counseling Center, and as a co-representative of the Korea Differently Abled Women United, to work for women with disabilities which is a blind sport in human rights for people with disabilities. Various activities were conducted, such as education, vocational training, sports projects, and counseling and support for victims of sexual violence. In 2007, she served as a standing member of the National Human Rights Commission for Korea, the first time for a person with disabilities. In 2018, she served as a member of the Presidential Commission on Policy Planning and then as the director of the Korea Disabled people’s Development Institute (KODDI), making continuous efforts to develop policies for disabled people and support their self-reliance.
