최낙진은 중앙대 신문방송학과에서 언론학을 전공하고 동 대학에서 언론학 석박사 학위를 받았다. 제주학연구센터 연구위원과 동경대학교 사회정보연구소 연구원, 전북대학교 연구교수 등을 역임했으며, 현재 제주언론학회 회장과 한국지역언론학회 회장 등으로 활동하고 있다. 저서로는 『인터넷신문』 『지역신문 정책과 지원효과』 『6일간의 벽신문』 등이 있다. 논문으로는 '지역언론은 제2공항 예정지 마을주민들의 이야기를 어떻게 다루고 있는가? : 언론보도와 주민인터뷰 간 비교를 중심으로' ‘1950년대 '제주신보' ‘독자의 소리’ 지면 특성 및 기능에 관한 연구’ ‘한국의 보수언론과 진보언론의 프레임 비교 분석-사드(THAAD) 관련 보도를 중심으로’ ‘제주 신문산업의 ‘지배적 위치 상실 위기’에 관한 소고(小考)’ ‘‘지역신문 지원 조례(안)’ 비교분석을 통한 현실적 쟁점 고찰’ 등이 있다.

Choi Nak-jin majored in journalism at Chung-Ang University and earned a master's and doctorate in journalism from Chung-Ang University. He served as a researcher at the Jeju Research Center, a researcher at the University of Tokyo, and a professor at Chonbuk National University. His books include "Internet Newspaper", "Regional Newspaper Policy and Support Effects", and "Six-Day Wall Newspaper."
