Professor Kwak as a child psychiatrist has been active in clinical, academic and social activity in the field of child and adolecscent mental health, woman mental health and community mental health. When she was in charge of the director of Department of Child Psychiatry of National Mental Health Center and professor of Jeju National University, she developed National Autism Center, Jeju Mental Health Center and had laid foundation of school mental heath services to promote child and adolecscent mental health.
As the President of Korea Academy of Child and Adolescent Psychiatry and President of Korean Academy of Woman Psychiatry she implemented services supporting North Korean woman defectors, movements for “Society without Violence” and consistently has spoken out for prevention of school violence and suicide. Collabrating with people in Family court including judges, she launched Korean Society for Child Rights Advocacy in 2017’

곽영숙교수는 소아청소년 정신의학을 전공한 정신과 전문의로서 소아청소년 정신건강, 여성정신건강, 지역사회 정신건강 관련 임상 및 학술 활동과 함께 사회 활동에 기여해 왔다. 국립정신건강센터 소아정신과장, 제주 의대 교수를 거치며 국립자폐증진료소, 제주시정신건강센터를 개설하고 학교정신건강사업의 터전을 마련하였다. 대한소아청소년정신의학회 이사장, 한국여성정신의학회 회장 등의 학회 활동을 통해 탈북여성 지원 사업, ‘폭력 없는 사회 만들기’ 운동을 추진하였으며 학교폭력에 대한 성명서를 내는 등 폭력과 자살예방에 지속적으로 목소리를 내어왔고 법조계 인사들과 아동권익 보호학회를 창립하여 초대회장으로서 아동청소년 권익을 위한 협력체계를 마련하였다. 지역사회 정신건강에 이바지한 업적으로 2012년 보건복지장관상을 수상했으며 학술 업적으로 2019년 소천 학술상을 수상하였다.
