Young-Hyun CHOI strove for training health and welfare related human resources serving as a director in Korea Human Resource Development Institute for Health and Welfare from 2016 to 2018. He endeavored to establish national health and welfare policies, serving in various important posts in Ministry of Health and Welfare(MOHW) after going into public office since 1986. He was awarded both the Order of Service Merit and the Service Merit Medal getting credit for multiple achievements. After finalizing government service life as a director of office for planning and coordination in MOHW, he currently contributes to progressing health and welfare services both in Korea National University of Welfare and Jeju Research Institute.

최영현 전 원장은 2016년부터 2018년까지 한국보건복지인력개발원장으로 재임하며 보건복지인재 양성에 힘썼다. 1986년 공직에 입문한 이후 보건복지부 내 요직을 두루 거치며 대한민국 보건복지정책 수립에 힘썼다. 그 공로를 인정받아 홍조근정훈장 및 근정포장을 받기도 했다. 보건복지부 기획조정실장을 끝으로 공직생활을 마무리하고, 현재는 한국복지대학교와 제주연구원에서 보건복지분야 발전에 이바지하고 있다.
