고충석 박사는 국제평화재단 이사장이자 제주대학교 명예교수이다. 2018년 11월부터 국제평화재단 이사장을 맡고 있다.
고충석 박사는 공공행정 전문가이자 40년 경험의 교육자로 두 곳의 대학에서 총장을 역임한 바 있다. 1979년부터 2013년까지 교단에 섰던 제주대학교에서 제7대 총장을 지냈고(2005~2009), 2014년부터 2018년까지 제주국제대학교의 초대 총장으로 재임했다.
고충석 박사는 연구와 출판에도 여러 업적을 남겼다. 대표적으로 2007년부터 해양수산부 산하 이어도연구회의 이사장을 맡아 동아시아 해양 안보 및 분쟁에 관한 연구와 이어도의 국제법적 지위 확립에 기여해왔다.

Dr. Koh, Choong-suk, Ph.D. is Chairman of International Peace Foundation and Professor Emeritus at Jeju National University. Dr. Koh has assumed the office since November 2018.
With extensive expertise in public administration and professional experiences in education for nearly forty years, he assumed the position of President at two different universities. He served as Seventh President of Jeju National University(2005-2009), where he taught public administration as professor from 1979 to 2013. In 2014, he became Founding President at Jeju International University, served until 2018.
Dr. Koh engages widely in research and publication. The most notable milestone since 2007 is leading Society of Ieodo Research as Founding Chairman, an independent research institute affiliated with Ministry of Oceans and Fisheries of the Republic of Korea.
