노희섭은 제주특별자치도의 카본프리아일랜드 정책과 미래산업정책을 총괄하는 미래전략국의 국장이다. 공직에 입문하기 전 노희섭은 KT, Sk, 다음커뮤니케이션스 등 IT업계에 종사하였다. 노희섭은 고려대학교와 숭실대에서 컴퓨터공학을 전공하였다.

Hesub Rho is Director general of future strategy bureau. He takes charge of carbon free island policy and future industry policies of Jeju Special Self Governing Province. He worked at KT, SK, Daum communications before he entered civil service. Hesub Rho studied computer science at Korea university and Soongsil university.
