Heung Shin Park is a senior advisor at Kim & Chang. He joined Kim & Chang in 2013 after 36 years of diplomatic service with the Ministry of Foreign Affairs and Trade, including Ambassador to France from 2009 to 2012.

After passing the High Diplomatic Service Examination in 1976, he started his foreign service in Brussels in 1982 as a young diplomat and studied at ENA (Ecole Nationale d’Administration) in France. He returned to Europe as Ambassador to Finland(2005-2008) and then to France, thus accumulating vast experience on European affairs. During his service as Ambassador to France, he successfully negotiated for the return of ‘Royal Manuscripts’ of Josun Dynasty in 2011, putting an end to a long diplomatic wrangling between Korea and France.

Mr. Park served as the director of international environmental organizations and then counsellor of the Korean Embassy to Kenya, where he dealt with various global environmental issues. He also served in the Korean embassies in the United States and Canada as First Secretary and Minister respectively.

On his return from Canada in 2003, Mr.Park was appointed Director General for Cultural Cooperation and oversaw cultural exchanges and cooperation with other countries for two years.

Mr.Park graduated from Seoul National University in 1976 and studied at ENA in Paris. He was awarded the Order of the Lion of Finland in 2008 from Finland and Grand Officier de l’Ordre national du Merite in 2012 from France.
